Leisure

Project Management of numerous leisure centre refurbishment packages across the UK (London, Home Counties, Mendip, Bristol, and Canterbury). Including swimming pool refurbishment and high end gym, studio, changing rooms and café facilities; leading the design teams, architectural and engineering, procurement and cost reporting. From University gym redevelopment to local authority run leisure centres these projects were delivered from concept design and development to on site builds.

Project led a £9.2m investment programme across 6 leisure centres in and around Plymouth including the construction of a new 6 lane indoor pool with retractable roof. Leading from RIBA stage 1 to completion, reporting direct to the local authority.

£8m renovation and regeneration of grade 2 listed Newcastle City Baths building creating new leisure centre for the client. Led design team and pre construction cost and design management through to D&B (JCT) contractor procurement and construction, completed July 2020.

Education

Extensive experience in delivering school and educational buildings to the public sector, providing PM, CA, EA and cost and programme management representing the public sector and local authorities client. Understanding the processes of securing public funding and reporting on all aspects as the project meeting the specific key deliverables demanded by the client.

Kent County Council Basic Needs Programme – Delivered the role of Programme, carried out full assessment of multiple school expansion requirements. Identifying programme and budget for each site, determined design solutions from a generic design portfolio. Led the multidisciplinary design team through stages 0-7 - design, procure and construct school accommodation meeting the DfE minimum requirements and clients’ budget restraints.

Blossom Children Centre – Leading the management of a programme of 24 new builds across Kent, exceeding project value £20m capex delivering the role of Employers Agent leading a design team to deliver a £1.2m nursery and Children’s Centre. Procured through a D&B JCT contract as EA to the client responsible for planning and highways approval together with obtaining BREEAM rating of Very Good.

St Botolph’s Primary School – Lead Project Manager reporting directly to the client, managed design team through to procurement (D&B NEC3 contract) and the construction of this £2.84m new build steel framed classroom block. Oversaw significant geological sub structure issues arising from contaminated ground, ensuring contractors design mitigated Environmental and Planning conditions.

Maypole Primary School – led feasibility and design (stage 0-4) of a three phased school expansion build, £2.1m (D&B NEC3 contract) through SCAPE procurement. Project managed the construction and completion, carefully programmed and phased delivery to minimise disruption to the continual normal operation of the school.

Southborough Primary School - As lead Project Manager carried out extensive feasibility and early design assessment to determine optimum solution to satisfy school aspirations, planning restrictions and client budget. Led early procurement negotiations (through SCAPE framework) and on removal of original contractor, procured new contractor with JCT contract.

Project Management Services delivering commercial projects, from office to retail DCM Ltd can provide surveys, feasibility studies and develop design through to procurement and the management of the construction stages as CA, EA and client PM roles.

Lead Project Manager in the delivery of new inner city retail outlets for Walmart Asda. As Contract Administrator led the procurement and construction of two inner city retail outlets: a fast track turnaround to convert vacant units to trading Asda stores.

Project Manager to a new start up client, providing lease advice, contract administration and Project Management services to the delivery of a conversion to a new high end café and gymnasium. As lead Project Manager oversaw the pre-construction and construction stages managing design variations and cost management.

Technical Advisory Role to deliver an office refurbishment for a BT call centre. As a Design & Build NEC contract advised the client Project Manager with regard to construction progress, design variations, programme and cost management

Tor Sports Centre, Mendip

2023 saw the full redevelopment of Tor Sports Centre in partnership with Somerset District Council funding, a £2.1M investment that modernised the centre providing gym, studios, changing rooms, function rooms and playing field facilities that since opening has been a great success with existing and new members and the community at large. As a result, we have seen an increase in participation of c100,000 visits per year and this continues to grow.

Steve Flook led the project, taking the time to fully understand our interests as operators and brought his own fantastic design and innovation ideas to bring the project to life. I fully commend his holistic commitment to ensuring we achieved a Multi-Use Sports Centre that has now excelled as a modern facility.

Steve spent time liaising with the Local Authority, contractors, sports club hirers and my team and delivered on time and within a rather challenging budget. This is particularly impressive considering the construction material cost increases during this period which resulted in 3 major project scope evolutions. His attention to the complexities of such a project gave me the confidence to step back, leaving Steve to deliver the project, and allowing me to get on with my role with the minimum of disruption.

We have since engaged with Steve to deliver several full gym refurbishment projects at our other Leisure Centres which again gave us fantastic market leading gym facilities, managed and delivered in an amazingly short time period.

Kingsmead Pools & Fitness

2024 saw the opening of our newly redevelopment leisure centre - Kingsmead Pools & Fitness, located in the heart of Canterbury, Kent. A £14m investment in collaboration with Canterbury City Council Steve Flook project led the entire redevelopment from design through to completion. The 18-month build was delivered whist keeping areas of the leisure centre open to members - in particular the creation of temporary entrance and changing rooms facilities to allow us to continue providing swimming to our existing members - vital to secure some ongoing income and also retaining our customer base. Steve worked closely with myself and my operational team to ensure these temporary facilities were well presented, functional and robust with construction works to the rest of the centre - including significant demolition and rebuilding the original changing rooms and new studio right next door!

Steve ensured he understood the requirements of the centre and this was reflected in regular design review meetings at early design stages and regular construction phase progress updates with my team and also direct engagement with customer user groups. Operation and running of the centre were a focal design input. The result was the completion of an outstanding leisure centre that we, Active Life as operators of the centre are proud of.

Since opening in September 2024, we have seen continued growth in our membership as we provide class leading health, sport and recreational activities with a fantastic gym, studios, health suite, sports hall and cafe. The standard of design and consequential finish is very high that reflects a thorough understanding of what makes a leisure centre successful.
